I would like to be able to move the content boxes down so that I can place (latest news) text with photo between the slider and the content boxes. As it stands this new text would be under the content boxes and beneath the initial screen view and might be missed by a casual, non-scrolling, user. My page is here:

You will need to use page template and construction your homepage using the available shortcodes.
There is a content boxes shortcode which you can use.

I don’t understand. The shortcodes enable me to manipulate the content of the content boxes, but I don’t see an option to move the boxes themselves lower on the page–beneath the editable area. Thank you for your patience.

I mean re-construct the whole page using shortcodes in a page template.
There is slider shortcode, content boxes shortcode ….
This way, you will be able to have a layout you want.
You can set a static page as home page.
Go to Settings -> Reading

My home page is set up as a static home page. Unfortunately, I am not a programmer. Could you recommend further reading or documentation that might get me started doing this? I’m fine at changing CSS to change the template font, for example, but have no clue how to go about changing the order of items on a page template.

Please import demo content and use it as a guide.
